We operate or own equity interests in assets in the Rocky Mountains, North-central Pennsylvania, and Texas, including approximately 16,000 miles of petroleum and natural gas pipelines and over 100 gathering, treating, and processing facilities.

Safety Manager – West Texas

 

Job Summary

This position is located in our Midland office and will provide support to the Delaware Basin HSE and Operations teams. This position will be a key member of the asset leadership teams and will provide safety guidance and direction to the Operations leaders supporting each asset. The Safety Manager will assist in the implementation of policies and procedures on safety and health topics for employees and contractors. This position will conduct or oversee training for personnel on safety and health issues, assess operational and project risks and direct personnel as needed to support such operations, and review issued HSE reports to identify data inconsistencies and trends concerning incidents.

 

Qualifications

  • Ten (10) + years of direct experience in a Health, Safety, & Environmental role in the oil & gas industry. At least five (5) of those years in an HSE management role
  • Broad knowledge and understanding of Health, Safety, and Environmental issues, procedures, and regulations as they apply Oil and Gas operations (Midstream, including Gas Processing Plant Operations).
  • Understanding of Process Safety Management and risk assessment and mitigation.
  • Effective interpersonal skills dealing with personnel at various levels and in a variety of functions.
  • Ability to challenge the organization in a manner that maintains trust and respect.
  • Ability to manage and lead a multi-disciplinary team.
  • Proficient technical and computer skills, including Microsoft Office suite.
  • Effective oral and written communication skills.
  • Ability to effectively present complex topics in a concise manner.

 

Responsibilities

 

  • Oversee a team of employees and contractors to provide HSE support to Delaware Basin in West Texas.
  • Continually evaluate Western Midstream’s HSE programs and procedures for effective implementation based on field operations employee and contractor compliance.
  • Review and assist with Incident Investigations/Cause Maps and assure corrective actions are taken by management to prevent similar future incidents.
  • Provide QA/QC on field generated incident investigations.
  • Provide management oversight and direction of HSE related IT systems.
  • Coordinate the development of effective training for management, field employees, and contractors regarding applicable HSE programs and procedures.
  • Assist in the development of HSE interventions in response to leading indicators.
  • Develop costs and planning for HSE related items for G&A, OPEX, and Capital budgets.
  • Partner with Field Operations and Engineering teams to provide process safety support (i.e. Pre- Startup Safety Reviews (PSSR), Management of Change (MOC), and Process Hazards Assessments (PHA’s) as needed.
  • Participate in risk assessments for high risk tasks.
  • Provide HSE input to the project work planning process.
  • Conduct frequent field reviews of locations to ensure compliance with appropriate programs and plans.
  • Participate on the Western Midstream’s Incident Management Team for Emergency Response as required.

  • Other duties as assigned by the HSE Director or VP HSE.

 

Education

Bachelor’s degree in Engineering, Occupational Safety and Health, Environmental, or other related field preferred. High school diploma or equivalent required.

 

Licenses

Valid driver's license with no restriction that would prohibit driving a company vehicle.

 

Relocation

This position may be eligible for domestic relocation.

 

Travel Requirement

The percentage of travel required for the position is 30%.

 

Work Schedule

This position is Mon-Thurs 9 hours/Friday 4 hours work schedule. This position is subject to after hours and on call responsibilities.
