Western Midstream is a master limited partnership formed to own, develop, acquire, and operate midstream assets. We are engaged in the business of gathering, compressing, treating, processing, and transporting natural gas; gathering, stabilizing, and transporting condensate, natural gas liquids (NGLs), and crude oil; and gathering, transporting, and disposing of produced water for our customers.

We operate or own equity interests in assets in the Rocky Mountains, North-central Pennsylvania, and Texas, including approximately 16,000 miles of petroleum and natural gas pipelines and over 100 gathering, treating, and processing facilities.

Job Summary 

Western Midstream is looking for an Air Quality Data Systems Manager as a member of the Western Midstream’s Health, Safety, Security and Environmental (HSSE) Team. This position will be based out of The Woodlands, TX and will provide air quality data management support for the midstream asset teams.

 

Qualifications: 

  • Demonstrate the ability to work in a cooperative team environment is required.
  • Desire and ability to train and coach for performance. Manager or supervisory experience preferred.
  • A minimum of five (5) years of air quality and/or data systems experience, but all levels of experience including more advanced levels will be considered. Knowledge and experience in the oil and gas energy sector or industries with similar data requirements preferred.
  • Ability to write and execute SQL queries required.
  • A general understanding of federal and state air quality permitting, compliance regulations, reporting, and records management including a general understanding of the GHG Protocol and EPA Greenhouse Gas Reporting programs.
  • Experience in Texas, New Mexico, Colorado, Wyoming, and Utah is preferred.
  • Experience with emission calculations and environmental management information systems (EMIS) and databases.
  • Experience with Intelex Asset and Compliance Tracking System (ACTS) database is preferred but not required.
  • Proficient technical and computer skills, including Microsoft Office Suite (in particular: Microsoft Excel, Power Query, and Power BI).
  • Motivation to identify and implement improvement opportunities.
  • Excellent written and verbal communication skills.

 

Responsibilities: 

  • Develop HSE goals and accomplish job responsibilities/duties and team responsibilities are carried out in accordance with Western Midstream’s Core Values.
  • Lead the development and execution of WES’ ACTS database, overseeing its implementation and ensuring alignment with organizational objectives.
  • Provide direction and manage a team of staff and contractor support.
  • Collaborate closely with IT and WES data teams to orchestrate seamless data imports/exports and integrations between ACTS and other critical WES systems.
  • Direct the configuration of greenhouse gas and criteria pollutant emission calculations within ACTS, ensuring accuracy and compliance.
  • Drive the creation of comprehensive ACTS reports and dynamic dashboards for robust compliance reporting, data monitoring, and trend analysis.
  • Take charge of data quality assessments and implement necessary cleanup processes to maintain high-quality, reliable data within the system.
  • Engage actively with Operations and HSSE teams, providing guidance and support on various projects and programs.
  • Facilitate and contribute to HSSE meetings, offering valuable insights and support in line with organizational goals.
  • Demonstrate autonomy in delivering results, meeting set objectives, and spearheading process improvement initiatives independently.

 

Education 

A Bachelor’s degree is required, preferably in Environmental Science, Engineering, Science, Digital Technology, or other industry-related field. Grade and salary will be commensurate with relevant education and experience. 
 

License / Certifications 

A valid driver's license with no restrictions that would prohibit driving a company vehicle is required. 
 
Relocation 
This position is not eligible for relocation. 
 
Travel Requirements 
The percentage of travel required for this position is 5-10%. 
 
Work Schedule 
This position follows a hybrid schedule working in office Monday, Tuesday, Thursday and working remote Wednesday and Friday. Monday-Thursday are 9 hours and Fridays are 4 hours.
