We operate or own equity interests in assets in the Rocky Mountains, North-central Pennsylvania, and Texas, including approximately 16,000 miles of petroleum and natural gas pipelines and over 100 gathering, treating, and processing facilities.

Job Summary

Western Midstream is seeking an Electrical Engineer to join the Engineering & Construction team in The Woodlands, Texas. This position will manage the design and execution of gathering pipelines and gas compression, gas processing, oil pumping, oil stabilization, and salt-water disposal electrical facilities in all WES operating locations. This position will provide Electrical Engineering expertise to Midstream Project Execution teams on capital projects, as well as to Field Operations on optimization tasks for existing facilities. This position will work closely with field staff and consulting engineers to support projects.  The ideal candidate for this position will be capable of self-performing the engineering work required to design high, medium, and low voltage electrical facilities while also having experience managing contractors performing the same work. This position is expected to successfully support and execute projects immediately upon onboarding.

 
Qualifications

  • A minimum of twelve years (12) years of relevant work experience in industrial electrical engineering. Oil and Gas experience preferred but not required.
  • A BS degree in electrical engineering or electronic engineering from a recognized accredited program and relevant experience.
  • Extensive knowledge of applicable codes and standards as applied to oilfield applications.
  • Working knowledge of the application of the NEC to industrial electrical installations and equipment as well as Hazardous Area Classification.
  • Experience in application, sizing specification of medium and low voltage electrical distribution systems, Switchgear, Transformers, MCCs and Motors.
  • Experience designing and specifying electrical distribution systems, medium voltage power, substations, cable tray, conduit, grounding, and underground duct bank design. 
  • Experience in design and installation of substations and power generation facilities.
  • Experience with electrical studies (protective device coordination, arc flash, short circuit, etc.) and setup/programming of power system protective devices.
  • Must have proficiency in reading and interpreting vendor drawings as well as developing and checking wiring diagrams based on schematics received from vendors or developed by themselves or other engineers.
  • Must be able to lead/direct consultants and others related to electrical project issues.
  • Must be able to work effectively with both engineers and operations/field personnel.
  • Proficiency with standard office software such as Excel, Word, and PowerPoint.
  • Technically proficient and self-motivated with creative problem-solving skills to accomplish tasks within a team environment.
  • Track record of action-oriented performance - taking control of problem situations, developing solutions, and bringing them to resolution, while operating with a sense of urgency.
  • Proven track record of successfully working within a matrixed organization, effectively incorporating input from Operations personnel, Project Managers, Construction Managers, Commercial Managers and other stakeholders into design concepts and work products.
  • Strong organizational, interpersonal and communication skills.
  • Demonstrable track record of being a champion in electrical safety.

 

Responsibilities

  • Develop and review technical documents, and provide technical guidance and support to Construction, Commissioning and Operations.
  • Work independently and collaboratively with contract engineering firms to design a functional and optimized electrical system for WES facilities.
  • Oversee electrical portions of projects through the full life cycle, from planning, construction, commissioning, and operations’ support.
  • Review electrical drawings, single line diagrams, load flow lists, specifications/datasheets, electrical design calculations, load studies, system loss calculations, wire and equipment schedules and other deliverables to support new projects. Edit mark-up, and/or develop drawings for Operations’ projects performed in-house.
  • Review power sizing calculations for plant equipment and components used in complex industrial systems. Perform these calculations for smaller in-house and preliminary projects.
  • Review and approve engineering contractor deliverables such as equipment designs, specifications, grounding requirements, back-up power design, etc.
  • Conduct site visits as required (up to 25% of time).
  • Develop the technical scope of assigned projects to ensure that it meets the requirements of the company while complying with governmental regulations and industry standards. Secure necessary permits for project implementation and assist in developing/maintaining good relationships with regulatory agencies and the public.
  • Identify potentially hazardous conditions and design facilities that will protect employee and public safety and company resources.
  • Coordinate facility siting efforts with company and contractor staff in the field.
  • Interface with operations and construction to ensure design is operable and constructible.
  • Manage contractor development of detailed engineering deliverables. Review and approve final drawings and documents.
  • Participate in process and electrical design reviews and Process Hazard Analyses (PHAs) with project stakeholders to ensure they follow company requirements and best practices.
  • Assist with electrical and testing contractor selection process and scopes of work.
  • Perform work package technical review to support safe and reliable construction, start-up, and commissioning.
  • Support Commissioning and Operations with development or modifications of facility start-up and operating procedures and lead Management of Change (MOC) and Pre-Start-up Safety Review (PSSR) activities.
  • Engage with contractors to promote WES’s safety culture and ensure everyone goes home safe every day.

Education

  • Bachelor’s degree required in Electrical Engineering from a recognized accredited program; other disciplines may be considered with appropriate experience. Job title, grade, and salary will be commensurate with relevant education and experience.

 
Certifications / Licenses

  • Professional Engineering (PE) certification is a plus.

 

Relocation

  • Relocation may be considered.


Travel Requirements

  • The percentage of travel required for this position is 5% - 25% on average, but peaks may be higher dependent on workload.


Work Schedule

  • This position will work in an office environment Mon, Tues, and Thurs and remotely on Wed and Fri. The work schedule will be 9 hours Monday – Thursday and 4 hours on Friday.
