Our core assets provide services for customers in the Delaware Basin in West Texas and New Mexico, and the DJ Basin in northeastern Colorado, and the Powder River Basin in Northeast Wyoming. Additional assets and investments are located in South Texas, Utah, and Southwest Wyoming.

We’re engaged in the business of gathering, compressing, treating, processing, and transporting natural gas; gathering, stabilizing and transporting condensate, natural gas liquids (NGLs) and crude oil; and gathering, transporting, recycling, treating and disposing of produced water for our customers. In our capacity as a natural gas processor, we also buy and sell natural gas, NGLs, and condensate on our behalf and our customers under certain gas processing contracts.

Job Summary:

This position is based in Western Midstream’s Woodlands, TX office and provides support to the HSE&S PHMSA Compliance Team.

This position supports Western Midstream’s PHMSA Pipeline Safety Compliance programs under 49 CFR 192 and 49 CFR 195. The role is responsible for supporting the development, implementation, and maintenance of pipeline safety programs, maintaining the regulated asset inventory, supporting regulatory audits and reportable events, and assisting with Operations and Maintenance program compliance activities. The position works closely with Operations, Engineering, Integrity, Control Room Operations, Environmental, and other internal teams to ensure regulatory requirements are effectively implemented and maintained in day-to-day operations. Additional responsibilities include training, regulatory tracking, SharePoint organization, and development of compliance dashboards and reporting tools.

  

Responsibilities:

  • Serve as the primary owner of the regulated pipeline and facility inventory in accordance with 49 CFR 192 and 195, partnering with the FME Specialist, Spatial Data, and cross functional teams including Operations, Engineering, and Construction to ensure data accuracy, completeness, and audit readiness.
  • Lead the development, implementation, and ongoing maintenance of 49 CFR 192 and 49 CFR 195 programs and associated procedures to ensure regulatory compliance, driving communication, stakeholder alignment, and continuous improvement across internal teams.
  • Develop and deliver training on the 49 CFR 192 O&M and 49 CFR 195 Manuals and associated procedures to cross functional teams, ensuring regulatory alignment and effective implementation in day-to-day operations.
  • Monitor federal and state pipeline safety regulations, including 49 CFR 192 and 195, and lead evaluation and implementation of required updates to Operations and Maintenance Programs, procedures, and the regulated pipeline inventory, coordinating directly with Operations, ROC, Integrity, and other stakeholders to ensure regulatory alignment and operational integration.
  • Lead the organization, optimization, and ongoing maintenance of the PHMSA Pipeline Safety Compliance SharePoint site to improve usability, structure, document control, and overall value as a centralized regulatory resource.
  • Develop and maintain Power BI dashboards supporting regulated asset inventory, audits, reportable events, Operator Qualification, and Damage Prevention programs, publishing through the PHMSA Compliance SharePoint site and communicating actionable insights to stakeholders to enhance transparency and decision support.
  • Provide support, including after-hours support for 49 CFR 192 and 195 reportable events, working with ROC, Operations, and Environmental specialists to determine reportability and complete proper notifications to applicable regulatory agencies.
  • Support the PHMSA Pipeline Safety Compliance team in the development, implementation, and maintenance of related compliance programs, collaborating with internal teams to ensure compliance requirements are effectively implemented in day-to-day operations.

Qualifications:

  • 10+ years of experience in the pipeline, utility, midstream, or energy industry.
  • Strong knowledge of PHMSA pipeline safety regulations (49 CFR 192 and 195).
  • Experience developing, administering, and maintaining pipeline safety compliance programs, procedures, documentation, and training.
  • Ability to interpret regulatory requirements and translate them into practical, day‑to‑day operational procedures.
  • Proven experience coordinating across Operations, Engineering, Integrity, Environmental, and Control Room teams.
  • Experience supporting key pipeline safety programs, regulatory audits, inspections, reportable events, and regulatory reporting.
  • Proficiency in Microsoft Office; experience with SharePoint, Power BI, FME, PODS, GIS, or similar systems preferred.

 

 Education:

  • Bachelor’s degree in Engineering, Environmental Science, Safety, Construction Management, Business, or related field preferred; equivalent industry experience may be considered in lieu of a degree.

Certifications / Licenses:

  • Valid US Driver’s License
  • Pipeline safety or regulatory compliance training related to 49 CFR 192 and 49 CFR 195 is preferred.
  • Pipeline safety, corrosion, or inspection related certifications preferred (e.g., API RP 1173, API RP 1169, AMPP, or similar industry certifications).

Travel Requirements:

  • Travel may vary based on project needs, audits, inspections, and training activities, and is expected to be approximately up to 25%.

Relocation:

  • This position is not eligible for relocation.

Work Schedule:

  • This position operates on a hybrid schedule consisting of in-office work on Monday, Tuesday, and Thursday (9 hours), and remote work on Wednesday (9 hours) and Friday (4 hours).
