Job Summary:

The Department of Transportation (DOT) Compliance Manager is responsible for Federal and State Transportation & Pipeline Compliance and Risk Management for the oil and gas pipelines and facility assets across Western Midstream’s US Onshore Operations. The position is responsible for directing,  planning, coordinating, managing, and leading a team of HSE Compliance Staff and working with DOT Coordinators in the field to comply with DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) and State regulatory requirements.

 

 

Qualifications:                                                          

 

  • Minimum of fifteen (15) + years of DOT/PHMSA related work experience and pipeline projects/operations preferred.
  • Ten (10) + years of supervisory and midstream pipeline industry experience preferred. Government compliance background also acceptable as a DOT/PHMSA and/or a State Pipeline Safety Inspector.
  • Extensive knowledge of PHMSA regulations centered around 49 CFR 190, 191, 192, 194, 195, 196, 199 and API Recommended Practices.
  • Strong leadership and organizational skills, with the ability to direct and achieve priorities, goals, and strategies with limited supervision.
  • Effective written and verbal communication skills and the ability to appropriately target communication to intended audience, ranging from leading compliance presentations for Operations and Management to interactions and meetings with a variety of Agency and Community stakeholders.
  • Proficient knowledge of computers and typical production software (e.g., MS Office, Outlook, Word, Excel, PowerPoint etc.).

 

 

Responsibilities:

 

Primary

  • Ensure compliance and provide expertise on all aspects of the Company’s DOT PHMSA corporate-based regulatory requirements including, but not limited to, Operations & Maintenance Manuals (gas and liquid), Operator Qualification Program, Public Awareness Program, and Damage Prevention Program, Integrity Management Program, and Control Room Management Program.
  • Provide leadership during external agency audits, coordinating with Western Midstream Asset Integrity, Operations and Security personnel to ensure the appropriate representation. 
  • Work with Western Midstream Operations and other staff to implement and manage detailed, proactive systems to ensure compliance with Federal and State DOT regulations and Company requirements, with a strong emphasis on a Management Systems approach to compliance.
  • Conduct pipeline jurisdictional determinations, internal compliance audits, and risk assessments to ensure effective and sustainable implementation of regulatory and Company requirements in each of the operating regions.
  • Review pending and upcoming changes to Federal and State DOT pipeline regulations to ensure the Company is prepared for future compliance requirements. Develop and communicate impact summaries of future regulatory changes to HSE Leadership, Operations Management, and other Western Midstream staff.
  • Assist Western Midstream HSE, Operations, and Engineering staff regarding technical guidance, permitting, project development and implementation, One-Call & Incident Notification/Response, and other routine pipeline compliance issues and requests.
  • Participate in incident investigations, root-cause analysis, follow-up, and closure of action items, and leverage learning across organization.
  • Seek out industry best practices and more effective and efficient methods to achieve Operational Excellence in Incident Prevention and DOT Pipeline Safety Compliance.
  • Serve as a resource to Western Midstream Operations to address questions regarding DOT regulatory compliance.

 

Secondary

  • Work cooperatively with internal counterparts in Asset Integrity, Regulatory, Operations, Construction, Engineering, etc. to maintain and improve plans, procedures, and manuals.
  • Stay engaged in industry events and discussions with vendors to stay current on the evolving technologies, regulations, and industry activities.
  • Provide recommendations based on research, audit results, and communication with regional and industry contacts.

 

 Education / Experience:

  • Bachelor of Science degree in a technical field is strongly preferred
  • 10+ years of relevant work experience with DOT compliance, midstream facilities, and pipeline operations preferred

 

Certifications / Licenses:

  • NACE/AMPP certification(s)/background preferred

 

Travel:
Up to 25%

 

Relocation:
This position may be eligible for domestic relocation

 

Work Schedule:


This position will work in the office Monday/Tuesday/Thursday (9 hours) and remotely Wednesday (9hrs) and Friday (4 hours).
