Job Description:
WES seeks a qualified individual who can support the PHMSA (DOT) Corporate Compliance Team in adhering to 49 CFR 192 & 195 for hazardous gas and liquid pipelines, respectively.
This position will be based in The Woodlands TX.
Qualifications:
- Proficient in 49 CFR 192 and/or 195 Operations and Maintenance Programs, with an emphasis on Control Room Management
- Working knowledge of PHMSA (DOT) Programs including Operator Qualification, Public Awareness, Damage Prevention, and Integrity Management
- Familiarity with Accident and Incident Investigations and performance of root cause analysis
- Understanding of industry and regulatory codes (PHMSA, NACE, API, ASME, and ANSI), relation to 49 CFR parts 192 and 195 pipeline regulations
- Ability to engage collaboratively and effectively with diverse stakeholders, including engineers, operations teams, regulatory personnel, and 3rd party consultants, contractors, and vendors
- Must have excellent written and verbal communications skills
- Capable of thriving in a fast paced, dynamic environment with strong analytical and time management skills
- Proactive approach to work efficiently with accurate results
- Self-motivated and able to work both collaboratively and independently
Responsibilities:
- Work cooperatively as a resource to the PHMSA (DOT) Compliance Team, Control Room, Operations, Construction, Engineering, etc. to maintain and improve plans, procedures, and manuals and assist with documentation and regulatory compliance initiatives
- Provide support to PHMSA (DOT) Compliance Team, Control Room, Operations, Construction, Engineering, etc. during external regulatory agency audits (PHMSA / State) and other initiatives as necessary
- Assist with developing formal responses to external agency regulatory audits
- Support data gathering/verification effort for annual reporting to PHMSA, NPMS and state applicable state agencies
- Stay informed on new regulations and help develop comments when necessary. Assist with updating and maintaining required PHMSA (DOT) programs and manuals related to Operations and Maintenance, Operator Qualification, Public Awareness, Damage Prevention, Integrity Management, and Control Room Management
- Support and participate in Damage Prevention efforts and Public Awareness Program activities
- Participate in gap analysis efforts for select Western Midstream pipeline systems as required
- Stay engaged in industry events and discussions with vendors to stay current on the evolving technologies, regulations, and industry activities
- Provide recommendations based on research, audit results, and communication with regional and industry contacts, and industry events.
Education / Experience:
- Bachelor of Science Degree or related technical field is strongly preferred
- 8+ years of relevant work experience with PHMSA (DOT) compliance, midstream facilities and pipeline operations preferred
- In-depth knowledge of individual PHMSA (DOT) Programs is preferred
- Experience with GIS and spatial data preferred
Certifications / Licenses:
AMPP (NACE) Certification(s) is a plus

Work Schedule:
This position follows a hybrid schedule working in office Monday, Tuesday, Thursday and working remote Wednesday and Friday. Monday-Thursday are 9 hours and Fridays are 4 hours.
