Job Summary
Western Midstream is seeking a Project Engineer to join its Engineering & Construction team in The Woodlands, Texas. This position will manage the design and execution of gathering pipelines and gas compression, gas processing, oil pumping, oil stabilization, and salt-water disposal facilities in West Texas.
The ideal candidate for this position will be capable of self-performing the engineering work required to design pipeline systems and facilities while also having experience managing contractors performing the same work. Experience managing upstream or midstream capital projects is required as the candidate will be expected to successfully begin executing projects immediately upon onboarding.
Qualifications:

Four (4) or more years of relevant work experience designing and managing execution of upstream or midstream facility capital projects; onshore, Lower 48 and unconventional shale experience is preferred.

Program or project management of high volume, short cycle well connect and gathering pipeline projects and field gathering facilities including compressor stations, pump stations, and salt-water disposal facilities is a plus.

A high degree of familiarity with and knowledge of the design and construction of production, compression, pumping, treating, processing, and produced water disposal facilities. A basic knowledge of drilling and completions activities is a plus.

Thorough familiarity with industry codes and standards for pipeline, measurement, and gathering facilities as well as applicable local, state, and Federal regulations. Working knowledge of applicable environmental and safety regulations.

Demonstrated leadership in Occupational and Process Safety principles and their application to design and installation of pipeline and/or production facilities.

Basic knowledge and experience with spatial data management and mapping software programs, such as ArcGIS, is required. Advanced experience is a plus.

Ability to prepare and validate cost and schedule estimates.

Basic knowledge of screening level economic analyses.

Knowledge of and experience utilizing project management techniques and best practices.

Competency in measuring project cost and schedule performance and progress; previous experience implementing earned value performance management a plus.

Proficiency with standard office software such as Excel, Word, and PowerPoint.

Technically proficient and self-motivated with creative problem-solving skills to accomplish tasks within a team environment.

Track record of action-oriented performance - taking control of problem situations, developing solutions, and bringing them to resolution, operating with a sense of urgency.

Strong organizational, interpersonal and communication skills.
Responsibilities:
-
Develop facilities and pipeline scopes of work including required supporting infrastructure such as electrical power distribution and communication systems.

Establish interdisciplinary project teams, determine roles and responsibilities, secure resources, and ensure accountability for commitments.

Prepare work break down structures, develop project schedules, determine inter-project dependencies, and refine cost estimates. Generate project execution plans and design bases.

Perform desktop routing and siting of proposed pipelines and facilities.
-
Prepare conceptual designs including block and process flow diagrams, routing schematics, and isometric sketches with preliminary bill of materials.

Acquire Authorization for Expenditures (AFEs) for assigned projects by developing decision support packages and presenting projects to management. Assist Commercial Developing in preparing economic justifications.

Participate in engineering contractor selection process and initiate and lead project engineering efforts.

Develop the technical scope of assigned projects to ensure that it meets the requirements of the company while complying with governmental regulations and industry standards. Secure necessary permits for project implementation and assist in developing/maintaining good relationships with regulatory agencies and the public.

Identify potentially hazardous conditions and design facilities that will protect employee and public safety and company resources.

Coordinate facility siting efforts with company and contractor staff in the field.

Interface with operations and construction to ensure design is operable and constructible.

Manage contractor development of detailed engineering deliverables. Review and approve final drawings and documents.

Participate in process and mechanical design reviews and Process Hazard Analyses (PHAs) with project stakeholders to ensure they follow company requirements and best practices.

Lead construction contractor selection process and prepare and issue construction packages.

Drive contractor performance to deliver projects on schedule and on budget while ensuring contractual commitments are met.

Measure actual costs against projected budgets, manage contingencies, and report variances. Support the preparation of monthly accruals and forecasts for all managed projects.

Maintain comprehensive knowledge of current project status, actively managing the project cost and schedule on a daily basis as well as providing periodic schedule updates to stakeholders.

Support Commissioning and Operations with development or modifications of facility start-up and operating procedures and lead Management of Change (MOC) and Pre-Start-up Safety Review (PSSR) activities.

Engage with contractors to promote WES’s safety culture and ensure everyone goes home safe every day.

Education:
Bachelor’s degree required in Engineering; Civil, Chemical, Petroleum, or Mechanical preferred, other disciplines may be considered with appropriate experience.

Certifications / Licenses
Valid driver’s license with no restrictions that would prohibit driving a company vehicle.
Travel Requirements:
Travel will be required up to 25%. Most travel will be to field locations in the Permian Basin in West Texas.
Work Schedule:
This position will work 9 hours Monday – Thursday and 4 hours on Friday. Mondays, Tuesdays, and Thursday will be worked in the office, while Wednesdays and Fridays will be worked from home. To work from home, the candidate must have the ability to remotely access corporate IT systems reliably.
