Job Summary:
Western Midstream Partners operates and maintains over 11,000 miles of Natural Gas (Transmission, Gathering, Fuel Gas), 2,000 miles of Hazardous Liquid (Oil, NGL, Condensate), and 1,000 miles of Water throughout the US Onshore Region. A significant portion of these pipelines are regulated by federal, state, and local jurisdictions, particularly 49 CFR DOT 192 and 195.
WES seeks a qualified individual who can support the Remote Operations Compliance Team as required by 49 CFR 192 & 195 for hazardous gas and liquid pipelines respectively.
This position will be based in The Woodlands TX.
Qualifications:
- Working knowledge of applicable industry and regulatory codes (DOT, NACE, API, ASME, and ANSI), especially DOT 49 CFR parts 192 and 195 pipeline regulations
- Working knowledge and experience with pipeline design, operations, and compliance
- Working knowledge of DOT Programs including Operator Qualification, Public Awareness, Damage Prevention, Integrity Management, and Control Room Management
- Must be able to interface and work effectively with a wide variety of people, both internal and external to Western Midstream Partners including Engineers, Operations, field staff, service contractors, equipment vendors, and external agency personnel
- Must have excellent written and verbal communications skills
- Ability to work in a fast paced, changing environment with strong analytical and time management skills
- Strong initiative to work efficiently with accurate results
- Must be self-motivated and able to work both collaboratively and independently
- Valid US Driver’s License
Responsibilities:
- Provide support for the ROC Compliance Team and WES Operations during external regulatory agency audits (DOT / PHMSA / State) and other initiatives as necessary
- Assure compliance with DOT/PHMSA / pipeline safety regulations, provide support when new rules or regulations affect our systems
- Assist with developing formal responses to external agency regulatory audits
- Assist with updating and maintaining required DOT programs and manuals: Control Room O&M, Operator Qualification, Public Awareness, Damage Prevention, Integrity Management, and Control Room Management
- Work cooperatively with internal counterparts in Regulatory, Operations, Construction, Engineering, etc. to maintain and improve plans, procedures, and manuals
- Stay engaged in industry events and discussions with vendors to stay current on the evolving technologies, regulations, and industry activities
- Provide recommendations based on research, audit results, and communication with regional and industry contacts
- Serve as a resource to WES Operations to address questions regarding DOT /PHMSA regulatory compliance
- Provides day-to-day and on-call CRM program development, implementation and support for ROC North and South
- Administers the Training and OQ program and maintains records.
- Maintains CRM Compliance by ensuring appropriate documentation is captured during daily ops and oversees documentation workflow to completion
- Assists Regulatory and HSSE teams with incident investigation and reporting by providing thorough documentation.
- Administers the Controller & Foreman Training and OQ program for the ROC
- Maintains training content and progress records for all ROC personnel in cooperation with the DOT Regulatory group
- Collaborate with the SCADA & Alarm Management teams and ensure proper documentation is maintained
- Attends relevant regulatory agency and industry conferences and training to support continuous improvement and alignment with best practices and standards
- Assist with technical implementation of POEMS compliance software and maintenance of compliance records for ROC South
- Provides day-to-day and on-call support for Controller and Foreman issues with POEMS software and Pinion LMS
- Attends all relevant meetings to develop knowledge and skills that contribute to continuous improvement of ROC compliance and training processes
- Support the ROC South & North in any compliance fashion necessary
Education / Experience:
- Bachelor of Science Degree or related technical field is strongly preferred
- 4+ years of relevant work experience with DOT compliance, midstream facilities and/or pipeline operations preferred
- Specific in-depth knowledge of individual DOT Programs is preferred
- Experience with Control Room Management protocols preferred
Certifications / Licenses:
- AMPP (NACE) Certification(s) is a plus
Travel:
- Up to 25%
Work Schedule:
- This position follows a hybrid schedule working in office Monday, Tuesday, Thursday and working remote Wednesday and Friday. Monday-Thursday are 9 hours and Fridays are 4 hours.
