Job Summary:

Western Midstream Partners operates and maintains over 11,000 miles of Natural Gas (Transmission, Gathering, Fuel Gas), 2,000 miles of Hazardous Liquid (Oil, NGL, Condensate), and 1,000 miles of Water throughout the US Onshore Region.  A significant portion of these pipelines are regulated by federal, state, and local jurisdictions, particularly 49 CFR DOT 192 and 195.

WES is seeking a qualified individual to guide and mentor the Pipeline Integrity (PI) Engineering Program, reporting to the Manager of Integrity Engineering within the Asset Integrity Management Team. This position involves taking a lead role in the planning, preparation, coordination, and execution of pipeline integrity programmatic activities and associated projects.  The individual will be responsible for general asset integrity engineering duties, including providing direction and oversight for the Integrity Management Program in compliance with federal codes 49 CFR 195 and 192 for pipelines.  This position is based at Western Midstream’s Corporate Headquarters in The Woodlands, Texas.

Qualifications:

  • Over 10 years of detailed oriented experience in pipeline integrity.
  • Strong knowledge of federal (DOT 49 CFR 192 and 195) and state pipeline regulations, with an emphasis on integrity management regulations.
  • Proven ability to manage and provide technical leadership to pipeline integrity project managers, including analyzing in-line inspection (ILI) data and coordinating pipeline repair activities in response to ILI anomalies.
  • Responsible for evaluating integrity assessment results to identify necessary remediation actions.
  • Technical expertise in pipeline inspection tools, pipeline corrosion, pipeline risk management, pipeline information analysis, and software systems.
  • Experience in pipeline design, onshore pipeline operations, maintenance, and a comprehensive understanding of defect evaluation and repair.
  • Ability to maintain good relationships with regulatory agencies.
  • Effective working relationships with both engineering and operations personnel.
  • Knowledge of industry standards such as ASME, API and NACE.
  • Excellent written and verbal communication skills.
  • Ability to work in a fast paced, changing environment with strong analytical and time management skills.
  • Demonstrated initiative to work efficiently with accurate results.
  • Self-motivated and capable of working both collaboratively and independently.
  • Experience with oil and gas operators is preferred.
  • Experience with Integrity management software is preferred.

Responsibilities:

  • Develop and implement Integrity Management Programs (IMPs) and associated standards and procedures to support the IMPs for all pipeline assets.
  • Provide integrity-related engineering design guidance for pipeline projects, including material selection, pig trap design, hydrostatic test plan design, and MOP/MAOP calculations.
  • Support pipeline risk management by identifying preventative and mitigative measures, reassessment intervals, and reassessment methods.
  • Coordinate with Health, Safety, and Environment (HSE), Regulatory, Engineering, and Operations departments on pipeline integrity efforts.
  • Assist in the selection of tools and contractors, analyze data, and recommend corrective actions for Pipeline Inline Inspections (ILI).
  • Provide timely advisory support to engineering and construction groups to facilitate long-term operation and maintenance of pipelines.
  • Prepares annual pipeline integrity engineering operating budget and is responsible for monthly forecasts and accruals.
  • Provide guidance on scope, schedule, and budget for pipeline integrity projects.
  • Conduct Root Cause Analysis (RCA) and Fit for Service (FFS) analysis.
  • Support regulatory audits (DOT / PHMSA / State) and other initiatives as necessary.
  • Benchmark performance using Key Performance Indicators (KPIs).
  • Stay current with pipeline regulations and evolving industry trends.

Education:

  • A bachelor's degree in engineering is required with a preference for Mechanical, metallurgy, or chemical engineering degree.

Certifications / Licenses:

  • Professional Engineering (PE) license is preferred.

Relocation:

  • This position is not eligible for relocation.

Travel:

  • Travel will be required for up to 25%.

Work Schedule:

  • This position follows a hybrid schedule working in-office Monday, Tuesday, Thursday and working remotely on Wednesday and Friday.  Monday-Thursday are 9 hours and Fridays are 4 hours.
