Western Midstream is a master limited partnership formed to own, develop, acquire, and operate midstream assets. We are engaged in the business of gathering, compressing, treating, processing, and transporting natural gas; gathering, stabilizing, and transporting condensate, natural gas liquids (NGLs), and crude oil; and gathering, transporting, and disposing of produced water for our customers.

We operate or own equity interests in assets in the Rocky Mountains, North-central Pennsylvania, and Texas, including approximately 16,000 miles of petroleum and natural gas pipelines and over 100 gathering, treating, and processing facilities.

Job Summary

WES seeks a qualified individual to join the Tactical Operations Center (TOC) control room to lead a team of board operators and specialists to monitor our West Texas and South Texas operations remotely while ensuring compliance with policies, procedures, and standards. The Foreman is essential to better integrate with other departments in coordinated activities for new customer, new facility equipment, and new policies and procedures as the group evolves. This role is essential to ensure best in class Customer support and interaction.

 

This role will be officed out of The Woodlands, TX, and report to the TOC Superintendent. 

 

Qualifications:

  • 8+ years of relevant operational experience in an upstream, midstream, or downstream O&G industry
  • 2+ years of relevant experience as an operator in a control room setting
  • Pipeline and midstream experience preferred
  • Experience with leading a team of full time, part time or contract employees
  • Strong technical experience with midstream operations, such as, high volume well connects, gathering pipeline projects and field gathering facilities including compressor stations, pump stations, and salt-water disposal facilities.
  • Strong technical experience working in a midstream control room.
  • Sound understanding of E&P facility operations.
  • Familiarity with high performance HMI and alarm management practices.
  • Must be able to work effectively with engineers, IT, HSSE, Commercial, Marketing, and operations personnel.
  • Must be self-motivated and able to work both collaboratively and independently
  • Strong initiative to work efficiently with accurate results
  • Comfortable in developing structure where gaps may exist.
  • Sound Leadership practices.
  • Knowledge and experience in SCADA and Data Historian tools and applications such as Cygnet, Ignition, OSIPI, SEEQ, etc.
  • Familiar with regulated control room PHMSA compliant control room operations as required by 49 CFR 192.631 and 195.446 and recommended practices as outlined in API 1165, 1167, and 1168.
  • Proficiency with standard Microsoft office software such as Project, Excel, Word, and PowerPoint required

 

Responsibilities:

  • Lead the communication and troubleshooting between WES and 3rd party customers for elevated customer impacts and other process issues including operational issues/concerns, project planning/coordination, upset event coordination to ensure smooth and safe response, ensure information is shared timely and accurately and that lessons learned are transferred between all functional groups to provide best in class support.
  • Develop training criteria to drive competencies and standards within the department.
  • Manages direct reports schedule, training, travel and time off to maintain the WES’s high standards while ensuring work-life balance for our workforce. 
  • Lead a team of board operators and data capture specialists
  • Ensures TOC maintenance activities are occurring in a timely manner
  • Coordinates alarm management activities
  • Sets training curriculum and mentor for Board Operators
  • Works with project team to ensure new training & procedure development is aligned with projects
  • Coordinates annual procedure review
  • Team participant in customer production coordination
  • Team participant in development Customer well pre-TOT’s testing and mitigation criteria
  • Manages TOC Board Operator Schedules, approves all time off
  • Assigns tactical work activities for board operators
  • Ensures daily & weekly reports are complete
  • Responsible for ensuring competency of subordinate board operators
  • Responsible for coordinating cross training of board operators
  • Responsible for cross training with field personnel?
  • Ensures incident response procedures are upheld in TOC
  • Escalated event and emergency response for mid-level events. Operator Qualified seats for PTO coverage if needed.?
  • Responsible for working various special projects including but not limited to: Alarm Rationalization, high performance HMI development, automating reports, developing dashboard/KPI’s, incident workflows/notification systems, lessons learned/debriefs, etc.

 

Education:

Bachelor of Science degree preferred 

 

Travel Requirements:

Travel will be required up to 5%.

 

Work Schedule: This position presently utilizes an 7/7 schedule that will require working overtime, weekends, and holidays.  Schedule may be adjusted to fit business needs including other schedule patterns and rotations with night coverage.
