Western Midstream is a master limited partnership formed to own, develop, acquire, and operate midstream assets. We are engaged in the business of gathering, compressing, treating, processing, and transporting natural gas; gathering, stabilizing, and transporting condensate, natural gas liquids (NGLs), and crude oil; and gathering, transporting, and disposing of produced water for our customers.

Our core assets provide services for customers in the Delaware Basin in West Texas and New Mexico, and the DJ Basin in northeastern Colorado. Additional assets and investments are located in South Texas, Utah, and Wyoming. 

At Western Midstream, the Vice President of HSE is responsible for overseeing the HSE and Security functions. The incumbent should be able to provide examples that demonstrate effective servant leadership and creation of highly effective teams. This should include effectively connecting the HSE&S team’s mission and goals to the broader corporation’s vision and mission; defining and implementing effective processes for organizational work and performance management; and selecting, coaching, and mentoring staff to create a highly successful organization. This role requires a strategic mindset, strong leadership, and technical expertise to ensure that effective processes are put in place to continually improve WES’s ability to secure the safety and security of our people and facilities, our facilities are effectively maintained at an efficient cost, and we effectively execute operations in ways that protect the environment and ensure compliance with all regulations where we operate.

 

Responsibilities

  • Leveraging best practices already present in the company to ensure consistent application across the enterprise while also bringing new practices and technology into the organization to elevate performance
  • Provide clear and supportive leadership across the HSE function to foster a culture that supports best-in-class HSE performance. Ensure the HSE&S team culture includes a strong willingness to be a partner to the other functions within the organization, sharing the same intensity and accountability for achieving organizational objectives while ensuring safety, security and environmental stewardship are front and center in all actions taken by the organization.
  • Ensure the organization has the talent and leadership to implement and sustain a best-in-class function and succession planning.
  • Actively participate on the Engineering, Construction and Operations Leadership Team reporting to the COO, ensuring that our standards for safety, environmental stewardship and security are maintained in all strategic and tactical decisions made by the team.
  • Lead the HSE&S Audit function to ensure that safety activities within the organization are performed in accordance with internal and external requirements, including Process Safety Management (PSM) standards, Management of Change (MOC) standards, and external regulatory requirements.
  • Review HSE practices and procedures to identify opportunities to update for better performance and ensure implementation of the upgraded practices, as necessary.
  • Works in collaboration with Operations to provide expectations for third-party contractor HSE and Operations Integrity Programs and audits to ensure compliance with these programs; ensures that all bid and contract documents reflect Western’s HSE and Operations Integrity requirements.

    • Midstream experience is preferred but not required.
    • Relevant energy experience with distributed facilities working in complex industrial processes is ideal but also not required.

Minimum Qualifications

  • Bachelor’s degree in Science, Engineering, Occupational Health and Safety, Environmental Health and Safety or related field of study.
  • 10 years of higher-level management experience at midstream process plants, refineries, or in comparable industry required.
